IEEE/ACM Transactions on Networking welcomes and encourages the submission of manuscripts for potential publication in the journal. The journal has approximately 10,000 subscribers, a commitment to a rapid but thorough review process, a fairly short time from paper acceptance to appearance on IEEE XPlore, and an outstanding editorial board. To authors, the journal offers an attractive vehicle for rapid and wide dissemination of their research results. For readers, the journal is the place to go for the most important, up-to-date research developments in the field. All papers submitted should be within the scope of the journal.

Important notice: A new policy has been instituted regarding page length and page charges for over length papers. If submitted after July 1, 2008, authors are entitled to ten pages free of charge and up to four additional pages at $220 per page. IEEE will bill authors directly at the time of publication.

Submission Format and Length

Submitted papers must use two-column formatting with single-spaced text in a 10-point font. Style files are available for Latex and Word. In addition, submitted papers should not exceed 14 pages in length (including title, abstract, all figures, tables, references, biographies and author pictures). Papers not meeting these guidelines will be returned to the authors for revision before being reviewed. If in doubt about the appropriateness of the length of your manuscript please check with the Editor-in-Chief.

Authors of accepted papers are entitled to 10 pages free of charge and up to four additional pages at $220 per page. Papers submitted prior to July 1, 2008 are entitled to 12 pages free of charge and up to two additional pages at $200 per page. If page charges apply, authors can expect to receive a bill directly from IEEE at the time of publication.

Authors from academic institutions who are unable to cover over-length page charges, may apply for a waiver by providing evidences that their work is not supported by any funding source that offers support for publication.  If a waiver is granted, the published version of the paper will as a result not include any acknowledgment of support.  Authors from non-academic institutions are expected to cover over-length page charges.

Paper Organization Guidelines

All papers should be written in English. It is essential that each manuscript be accompanied by a 75 to 200 word abstract that clearly outlines the scope and contributions of the paper. Introductory discussion should be kept at a minimum and material published elsewhere should be referenced rather than reproduced or paraphrased. Authors should strive for maximum clarity of expression, bearing in mind that the purpose of publication is dissemination of technical knowledge and that an excessively complex or poorly written presentation would obscure the significance of the work described. Care should also be taken in organizing the results such that contributions of the work, as well as a logical, consistent progression of thought are evident. It is strongly suggested that material which is not essential to the continuity of the text (e.g., proofs, derivations, or calculations) be placed in Appendices.

Guidelines for Prior or Concurrent Submissions

In case a submission contains material which has been previously published in any form, the submission's cover-letter should include specific information identifying such prior publication(s) together with a link to the publication(s), as well as a brief explanation of the differences between the prior publication(s) and the present submission.

Papers that have been previously published fully or in part in another journal or book will not be considered for publication in the IEEE/ACM Transactions on Networking. Papers that are currently under submission at another journal, book, conference, symposium or workshop will not be considered for publication in the IEEE/ACM Transactions on Networking. Revised or extended versions of papers published in conference, symposium or workshop proceedings may be submitted to the IEEE/ACM Transactions on Networking. There is no strict guideline regarding how different a submission must be from a conference, symposium or workshop publication. However, it is the opinion of the IEEE/ACM Transactions on Networking editorial board that any such paper can be improved as a result of conference refereeing, presentation in a public forum, and feedback provided by that forum; all of which should result in changes between the present submission and prior publications.

Copyright Information

The authors will be required to submit an electronic IEEE Copyright assignment immediately after uploading the final paper for publication. The copyright will be held by IEEE, with ACM having republishing rights.

Clearance for all of the authors and included material must be obtained before submission of the paper for publication. Company clearance, if needed, should also be obtained before the final submission. The authors are responsible for obtaining all necessary copyright releases for copyrighted material which has appeared in non-IEEE publications.

Publication of Accepted Papers

Voluntary Page Charges: After a manuscript has been accepted for publication, the author's company or institution will be requested to pay a charge of $110 per printed page to cover part of the cost of publication. Page charges for IEEE/ACM Transactions of Networking are not obligatory nor is their payment a prerequisite for publication. Page charges will be handled by IEEE Publications and the editorial staff of this Transactions has no involvement with these charges. An author will receive 100 free reprints without covers if the charge is honored. Detailed instructions will accompany galley proofs.

Electronic Submission

All submissions to IEEE/ACM Transactions on Networking must be made using the on-line Manuscript Central system. You can reach the system at http://mc.manuscriptcentral.com/tnet-ieee . Please note that submitted papers will be reviewed by the Editor-in-Chief for assignment to associate editors as a batch after the 25th of each month.

To submit a paper:

  1. Please check the paper scope, organization and length before submission. (Recommended even for veterans of this process!)
  2. Log onto our manuscript central site http://mc.manuscriptcentral.com/tnet-ieee. The process is self-explanatory. First time users will need to create an account. If you have reviewed a paper on the system you will already have an account. Also if you have an account but have forgotten your user name or password, the system can help you recover this information.
